If a sibling has a life insurance policy that was only signed to him/her what can be done for the other existing siblings-anything?

Probably not, unless that beneficiary designation was a mistake, obtained by fraud, or was for convenience as part of your parent's estate plan.
Best approach is to go visit with a lawyer specializing in estates.
