Can you recollect an account previosly sent to collection?

I was a student at University of New Haven. I would sign on to America Online, but the number I would dial was dialing as a local number when it was actually a long distance number. I was being illegally charged for a long distance phone call which was dialed as a local call. I called the company at least 1 time everyday for an entire month and no one was able to assist me. The account was sent to collection, but they had to take it off my credit report because at the time I was only 17. Three years later, I received another bill for the same amount and from the same company. When I called them this time, they said that as long as I was putting in my 4 digit pin number they could charge me for a long distance call. They also said that anytime you made a local call you didn't need the pin number. What he failed to realize was that three years ago when you made ANY phone call this pin number was required. Are they legally able to try to recollect a bill that was already sent to collection?

They can legally try to collect a bill that was already sent to collections. However, that does not mean they will succeed in collecting the bill. In your case, they will fail.
