Legal Question in Bankruptcy in Connecticut

bankruptcy filed removing a WPCA cross lien

Chapter 7 - discharged 9/1998. September 2003 I found out that there are 2 cross liens from (Water Pollution Control Authority) Sewer Use Liens - that were placed 1/28/2000 and 2/28/2002 on my current property. The 2 Sewer Use Liens are from a property we use to own. These lien amounts were from before my bankruptcy and were included in the bankruptcy. I am being told that these liens cannot be released unless I pay the lien amounts in full. Are Sewer Use liens not dischargable in Chapter 7? Is the only way I can get the liens released is to pay them? Please explain why cross liens cannot be removed when the bankruptcy discharged them?

The fact that you received a discharge in your bankruptcy does not affect the fact that a secured claim and releasing their liens. These debts are secured (as provided under the Connecticut General Statutes). The debts are secured and cannot be released as a result of the bankruptcy.
