Is a bill legally paid when mailed?
I read, in my college law course, that a bill is considered paid when it is in a legal accepted recepticle, ie. P.O. mail box, and out of the senders control. Is this true?

That is not generally true. A contract would probably specify how payment is generally accepted and or made.
