I hired a contractor to remove mold and asbestos from my property. He subcontracted out the asbestos removal but has not paid the asbestos removal sub-contractor,
Is it legal for the sub-contractor (with whom I have made NO agreement to put a lien on my house?

It depends on if the sub was not paid by the general after you paid the general. However, if you have not paid the general with 120 days after completion of the work then the sub can place a lien on your home.
