Is there a statute of limitations for bill collection in the state of CT?
I am now billed (first time) for work done but not delivered to me in April 2008? Can they collect if there was no contract and work was very late, not delived on time?

It's probably 6 years if it's not a judgment. If you did not benefit from the contract, or you were not provided for what you bargained for, then you need to dispute the debt. They must send you a letter with certain language as required by law. You can then dispute the debt.
