Drug Testing In The Work Place
Is there a federal law that states that a business has to give you a notice of 24 hours before making you submit to a drug test?

No. So long as the test is done on a random basis, or following an incident which poses a threat to public safety, no notice of a drug test [Urine Analysis] is required.
