Website Done, Client Won't Pay

I was asked to build a website for a friend of a friend. I told her the estimate for the mockup design she approved would be $600, $300 due to me at the start of the work as a deposit.

As time went on the client drastically changed the design, increasing the amount of time needed to complete the design because it was so much more complex. About three weeks before the site was finished, I provided the client an updated estimate of cost, which was $1305. She did not dispute the estimate.

I finished the site, placed it online on her server and sent an invoice. Twenty days later, I sent another. She replied to that stating she was only willing to pay me the original $600.

I replied that I was not willing to accept less for the much more complex design. She did not respond, so I removed the final files and replaced them with the temporary files that had been in place during the site development (still attractive, still had her contact info).

We finally agreed to reduce my final compensation to $1290. She said she would mail me a check. However, since that agreement was made, she apparently contacted the web host, and got them to put my files back online (via backups, I suppose). I have not yet been paid.
