Legal Question in Consumer Law in Connecticut

I have an adult schizophrenic family member who has had delusions associated with being wealthy. While off of her prescribed medication she has incurred a debt of about $4,000 that a collection company is trying to collect. Are there Connecticut laws for debt collection from persons with this mental illness. She has been deemed disabled for many years, including the time when these charges were made. The State has since assigned a caseworker to manage her accounts. Is there a Federal or State provision for protecting the rights of this population?

Unfortunately, the practical answer is, if she doesn't have any money then the debt collectors will not be able to collect it. She shouldn't be managing her own affairs.
