Legal Question in Consumer Law in Connecticut

If someone online says they will do a service for you free, then they ask you for a credit card number. And then they only charge you one dollar. Is that legal ?

The question of whether something is "legal" comes up all the time. Especially on this website.
The reality of that question is twofold: 1) can you sue the person and win? or, 2) can they be punished in some way?
I guess the only person who who want to sue someone over a dollar is someone proving a point.
If you paid the dollar, then you agreed to the new terms of the contract.
If you don't pay the dollar and sue them, you would probably get a judgment for one dollar plus the filing fee to sue them. (Now what? you proved your point)
Can that person be punished in some way? I guess so. Call the attorney general's office and see if they will do something. (Will they over a dollar?)
That's the real answer.
Now, let me add that if something bigger is involved, like a crime or a fraud, etc., then the answer is completely different
