Legal Question in Consumer Law in Connecticut

I bought a dog from this woman and I got his ACK papers with no limitations but she is saying that I have to get him neutered or discuss turning over breeding rights. I have already talked to the breeder directly and she said it has nothing to do with the woman I bought him from. Know the woman is saying since she has not heard from me for a very long time even in responce to her last message asking that we either work something out for transfer of breeding rights or you provide a neuter certificate. She is saying she is very concerned. And to please contact her this week. If she dose not hear from me willing by the end of the week she will take my copy of our signed contract to the magistrate and proceed with a legal remedy.
