Home Improvement Contract
I have a contract with a licensed home improvement contractor to repair some water damage in my basement. I gave him a large deposit and he came 1 day, did some prep work and then disappeared for almost 2 months. The contract stated the work would be done by 6/30 and it's now August. He finally came back, did some of the work and is now looking for his next installment. I am holding off as I don't feel he has done work equal to the deposit I gave him and if I give him more money he will disappear again. He is trying to tell me that I am now the one violated the contract. Am I within my rights to withhold payment until the job is complete?

You cannot withhold payment. Under the contract, you have a duty to pay and the contractor has a duty to perform work. Simply because he fails to perform his duties, does not suspend your duties.
