Unsatisfactory work by contractor
I hired a contractor last year to repair and paint my textured ceiling that had suffered some water damage. He completed the job, but just a few months later I noticed several cracks and the ceiling is chipping. I contacted him and he has not responded. I had other professionals come and look at the ceiling and they are all in agreeance that the job was not done properly. I would like to request a refund from him, but since he is not reponding, is the next step to write a letter threatening to take him to small claims court?

By law, the contractor should have had a home improvement license and a written contract with you to repair the ceiling. Nevertheless, yes, sounds like you have a small claims suit up to $3500 plus cost of filing.
