my husband received a notice from a doctor's lawyer, that he owes $103.75, it states that if he doesn't pay it in full they will bring it to court and have it taken out his payroll, is this possible?

The doctor would have to file a lawsuit against your husband. Your husband would have to receive notice of the lawsuit and an opportunity to answer it. The doctor would have to prove that he is owed the money in court at a hearing, also of which, your husband would have to have notice of and an opportunity to appear and dispute the bill.
If the doctor proves his case then a judgment would enter giving your husband time to pay the debt owed. If your husband then fails to pay it, the doctor would have to apply for a bank execution and if that fails, he can then apply for a wage execution. Your husband would have to be giving notice of both and an opportunity to object and appear in court to dispute it.
