3 &1/2 years ago i put a trip for myself and a friend on my credit card. we had a verbal agreement that the other person would pay when i got the bill in. I am still trying to get the money. Tired of excuses can I sue? He still is asking for more time but Im can't wait any longer. He is obviously hoping i'll give up.

I think you can sue. Although an oral contract has a three (3) year statute of limitations, if the plaintiff fully performed his/her part of the oral contract then the statute that allows for "action on account" applies and not the oral contract statute.
An action on account must be brought within six (6) years. This is merely an action for a debt owed to you. You get around the three (3) year statute of limitations this way.
You can sue in small claims court for anything under $5000.00. It's more informal and costs a lot less money.
