I loaned my daughter's boyfriend $3,000 to buy a house. He did not buy a house and they broke up. Can I take him to court to get my money back.

Yes. Your problem is proving that you gave him money, if he denies it, proving that it was a loan, if he says it was a gift, and proving that it was a loan for a particular purpose that he didn't follow up on.

An attorney would probably charge you $500 to $600 to bring suit for you. You would probably be better off to pay an attorney for an hour of his time to evaluate your claim and, if it looks like you could win in small claims court, teach you what to do, and maybe draft the papers for you.
