Legal Question in Credit and Debt Law in Connecticut

I received a letter in an email from oxford management services (Scranton PA) requesting I settle on a debt. The original debt was $26,000 and they want to settle for $8,000. This whole thing feels like a scam. The letter isn't signed & it has no form numbers on it. It just looks like someone typed it up in Microsoft word and sent it to me. Also they are saying their client is Citicard...If Citicard sold the debt to them then Citicard should no longer be involved. Now they are pressuring me to pay the settlement in 7 days. I do owe this debt & want to settle but I have read other complaints that they took the money from other people and "applied" it to their balance and now they still owe the rest. I am not paying this my Mom is doing it for me then I am going to pay her back just to get these people off my back. Any and all help would be appreciated.

If you dispute the debt withint 30 days of receiving the letter they have to provide you proof of the debt along with the name of the original creditor.

Why don't you call Citicard and verify the letter.
