Legal Question in Family Law in Connecticut

I have a 7yr old boy that see my boyfriend of 6yrs as his dad. I have asked his real father to sing over the rights so my boyfriend can legally adopt him, He does not want to do it cuz he feel hi will still pay child support that he just started to pay about 1 to to years ago and in florida they don't make them pay backed up child suport. and he has only seen my son about 2 times in over 6 yrs. but what can i do to get all right to my son

You can agree to have the child support terminated and ask the court to do so in a court order.
