Disability and Child Support

My friend has been awarded SSDI after working many years. His ex-wife now receives SSI for their child which includes half the cost of his SSDI (supplementary) and medical for their child as well as possible other benefits. His child is in the state of Maine, while he lives in CT. He does not have a car. Is there any attorney who can help file a modification smoothly and so it can be tele-conferenced? He doesn't have much money. Thanks. He presently is having the same child support amount deducted from his monthly check of SSDI.
