Legal Question in Family Law in Connecticut

A friend of mine is going through a nasty divorce. She read me a judge's order over the phone. It said that the children are not to speak spanish (her native language) in school or in public; it is only allowed in their home with her.

This is in CT.

I know this is a violation of their rights. What's missing. Under what circumstances can a judge order this.

I never heard of such a thing. I would need to know more facts and I would need to see the order.
