If other parent lives 1 1/2 hour away is is hard for them to get joint legal custody?

No. In most cases, distance should not affect whether a parent gets "joint legal custody."
Remember, joint legal custody means that both parents share in the decisionmaking regarding the children. They must confer and discuss everything and make all of the major decisions about their children together.
This is different than "joint physical/residential custody." This means the children split the time they reside with each parent. This is not practical if the parents are 1.5 hours apart.
