Legal Question in Family Law in Connecticut

My niece used to live in Florida with her mother. In October 2009, she moved to Hartford, CT with me. She tried to go to college, but her mother refused to give her information for the FAFSA. I try to used my information (FAFSA), but they required the parents information since she is 18. She is not older enough to apply for the FAFSA on her own, and I can't take personal loans to help her. What can I do to help her? I think that emancipation could be the answer, what do you think?

I'm perplexed that at 18 years old she can not apply without her parents. I would have to read the materials to have a better idea. There must be a clause or some type of exception for those who do not have parents at 18. She is an adult.

There must be language in the paperwork addressing emancipation. However, in CT she already is an adult so I'm not sure emancipation would work.
