Parental rights/adoption

My 11 year old father is not on her birth certificate, but there is a signed paternal paper signed. He is currently over $10,000 in arrears. He has spuraticaly seen my daughter for the last few years. he never wanted to meet her till she was 4. He doesn't call doesn't contact her and often makes promises when she calls he never follows through. i currently live in Hawaii, he is in Connecticut. I tell him several times a year when we will be in Connecticut and he still either doesn't show up or doen't make contact. my daughter has stated on several occasions that she'd like to be rid of him and have my husband of 4 years, her father figure for 6 adopt her. he is currently in the Army thus the distance in states. this summer we will be relocating to Co. I have gone through the probate court in CT. before and was denied. The judge said it was because I homeschooled. That was 3 years ago, how can I try again?

Will your daughter's father agree to the adoption? Since he has not been a part of her life, maybe he has no objection. You may also want to offer waiving the arrearage in child support as well. Courts are more inclined to grant a termination of parental rights if there is a potential parent waiting to adopt and the natural father is agreeable.
