Legal Question in Family Law in Connecticut

Can a person with sole legal custody move to another state if the non-biological parent files for visitation after he has plead guilty to child endangerment at which the court appointed the mother who has been fighting for 4 yrs. for children, there is also currently allegations of inappropriate contact between the non- biological and children, (2 girls) coming out with these issues, as a result, doctors, therapy, and outside services are involved in helping recuperate daughter, I want you to also know that the stipulation that the children remain in same school has been put in place by the court, although we plan to honor what the court has asked, can mother move out of the state after school has been completed, or even earlier due to the fact that Non-Biological is contacting the school and filing visitation order?
