Legal Question in Family Law in Connecticut

My question is: A divorce settlement states...."The parties shall within 30 days divide their personal property. If the parties are unable to agree an equal division they shall submit the same to binding arbitration within 60 days." Does this mean that if no personal property was requested in that first 30 days, that is now over? Please let me know. Thank You.

This is my interpretation: If you can't agree on the division of the personal property - who gets what, then you must submit the issue to an arbitrator who will decide who gets what. You must submit the request to the arbitrator within 60 days after the 30 days is up.
