I have residential custody of my 17 months son. Can i moved to Maryland or Boston, notify the father? Is there any law stating that I can not leave?

You indicate that you have "residential custody." Do you mean "primary residential custody?" Is it a joint legal arrangement with the father? If you have joint legal custody (and primary residential) then you can not just up and leave. The father has a right to parenting time with his son and you can't interfere with that time by just moving. You would need to get a court order permitting you to go.
