Rights of Grandparents

I am looking to find out at what age can a child make a decision legally to go and live with a grandparent?

My brother and Sister in law are constantly threatening my Mom that she will never see her Grandchildren whom she does so much for the kids all the time,

2nd part follow up to my 1st question is Do Grandparents have any rights in regards to speaking to the school i.e.: teachers & School Nurse about her concerns with her Grandchildren?
