my rights as a wife

i have had a rocky marraige with my husband, he has been unfaithful pretty much the entire time of 11 years, i am his third wife, he has been divorced from his second wife since 1993, he still gives her $ even though they never had kid's, he claims he still owes her. i have also found out they have had an affair, i found emails from her to him claiming she will save the money he gives her for ''their future together'' i have alot of proof, i went to the local court, there is no court order that he has to pay her, now he tells me she is dying, i have no sympathy for her. Also he grabbed our tax refund, he did give me some, but not half, now will not give me the rest, he promised half, should i take him to civil court? i have the paperwork, and also can i sue his second wife for all the money she has taken? as far as i am concerned stolen from this family, we have two kid's, he has made me wait, when i have needed things for our boy's while throwing $ to her. i have copies of checks and love letters back and forth from them.

Take him to civil court or sue his ex-wife? Why?
