if we have a settlement agreement signed in court what are my legal rights to make sure my ex complies?

If the settlement agreement was made a court order by a judge, then both of you have to comply with its terms. If your ex does not comply, and its a willfull noncompliance, then you could file a motion for contempt and ask the court to make him comply or pay a penalty of some sort. If you aren't sure if he is willfully not complying then you could still file the motion for contempt and also ask that he be compelled to comply even if it's not willful.
