Terminating fathers rights

My 2 1/2 year old daughter hasn't seen her father in 2 years. He has been in jail for 6 months for gun charges and still has 4 1/2 years to go, with a grand theft larceny pending. He wants to be a part of her life but 2 years ago the courts found him to be unfit. In order to see her again he had a list of things the court gave him to do. He did none of what they asked. He has not supported her from day one. I know that the courts do not like terminating a parents rights. Would my situation make a good case? Would I be able to get his rights terminated under the circumstances?
