If a civil case ends up with a Withdrawal of Action what does this mean and can there be any future action on these charges?

If the plaintiff files a withdrawal of the action, it means that the plaintiff is no longer pursuing the case. If the plaintiff changes his/her mind, he/she would have to file a new action.
