Is the car on your own property? If so, you can contact a local towing company to have it towed away. He will have to pay that company the towing and storage fees in order to get it back. If you are in an apartment or condo complex, you should contact the management company to have them order the tow.
If you haven't already told him that the car needs to go, I'd suggest letting him know that if he doesn't move it in x amount of days, you will be having it towed. Giving him notice might provide the incentive he needs to move it without having to resort to towing, and it might help prevent any family discord in the future.
The statute concerning unclaimed property states that if he neglects to take away the property for 6 months, and you advertise it in a local newspaper that he must take it away within a month ( I read that to mean another month from when you post the ad) and he neglects to do so, then the property has to be sold at public auction pursuant to the terms of the statute. You may want to go down to the town hall and inquire of the procedure.
There is a procedure outlined under the statute and it's fairly lengthy. The police department is also involved. I do believe that at the end of the day, you get the money if he doesn't claim the property.
