Legal Question in Civil Litigation in Connecticut
My parents live on a private road. The road passage is defined in their deed and was also updated as a result of a third party suit. The update says that the road shall remain as is with no changes. Their neighbor's yard is continued on their side of the street for about 20 feet. The neighbor has been video taping everyone as they drive down the lane or are anywhere near his property and uses the alleged tapes to threaten and blackmail the residents of the road. My parents cannot walk out their front door as he starts yelling at them as soon as they are outside. He has placed barrels and caution tape across the front of their yard and most recently harassed my mother as she walked down her sidewalk with my child saying (yelling) that she is not allowed to acces her sidewalk from his little strip of yard. He also said that he would be calling the police as my mother is trespassing. He did not call the police, but it is threat that comes out for everything including my mother shooing his dog out of her yard. The sidewalk has been there for the past 50 years and he has lived in the house for 20. He has always been rude, but it is just recently that he has gotten nasty and threatening. All but a few of the people who live on the road are retirement age, including my parents, and he is treating them all this way. Is there anything that can be done, or is he allowed to violate their privacy and basic civil liberties?

Your parents (and possibly the neigbors) may have a lawsuit against him for various causes of action in addition to having him arrested for breach of peace and disorderly conduct.
