I purchased a boat with a partner. I soley had taken out the loan and we were splitting the expenses. The title, insurance, etc were in both names. We split up and sold the boat, but there is balance on the loan along with some loan payments I had made on his behalf. I have supporting emails that we owned the vessel together and emails stating he would pay. I have contacted him about paying his portion but he does not respond. Do I have a case for small claims court? The amount is under $5000.00

Yes, I believe you do have a small claims court case. You obviously had an agreement that you would share all the expenses of the boat. He breached that agreement by not paying all of his portion and refusing to respond to your demands for payment.
In addition to your verbal agreement, you have other evidence such as the title, insurance, etc. that were in both names, along with the emails, which are very good evidence to support your case.
