If someone signs a paper stating they will sign a title over to you and then doesn't want to can I still win this one? He has threatened to bring a cop to remove the bike can he do that?

Your question is not clear. But if I'm right, you have the bike and he has the title in his name. There is a piece of paper he signed stating he will sign it over, but he hasn't.
The bike remains his at this point. You may have a "contract" of some sort (although I haven't actually reviewed it)that may give you a cause of action against him. He agreed to sign over title and he breached that agreement by not doing so. Can you win? I don't know, I haven't seen the "contract."
When two people enter into a valid contract, they each agree to give up something. He agreed to give up the bike, what did you agree to give up? Money?
I suspect if the cop shows up, he/she will look at the title and tell you to give him the bike.
