Legal Question in Civil Litigation in Connecticut

Road repair

I live on a state road which has been dug up and temporarily patched. It's causing my house to shake constantly with all of the truck traffic passing by. Is there a way to force the state to properly pave it? If I want to talk to a local attorney what would be the area of law best specialized in?
