I`m on L2 now and having EAD. Is it possible for me to apply for H1?

It depends on your individual circumstances but someone on an L visa is not barred from moving to an H-1.

An H1B petition can be filed if you have a job offer in the U.S., you have the appropriate qualifications, the position requires a relevant bachelor's degree to adequately perform the job, the employer is willing to sign the H1B petition, the visa cap is not an obstacle, etc.
