Getting a license on a work permit

I have a friend that is here on a work permit. He tried to go obtain a CT driver's license so he will be able to get bck and forth from work. He had made an appointment to take the test but when he showed up and showed his CT state issued ID, he INS work permit ID, and his social security number he was told that he is not allowed to obtain one because he only has a work permit. I am dumbfounded to beleive this is true.Is it? I can't imagine being allowed to come to work, pay taxes, give to SS, but not get a license. Is he suppose to work to support the transportation industry too by taking a bus to work everyday. Please help, any info that you can give me would be greatly appriciated.

The official was just wrong. The state will issue a driver's license upon the presentation of a valid nonimmigrant status and social security card. He should just go back on another day and try to speak with someone else. If it happens again, he should ask to speak with a supervisor.
