can your car be repo because you have no insurance?

I've never heard of such a thing. By "repo" I assume you mean the loan company taking possession of the car. If they can do it due to lack of insurance it would have to be in your loan agreement, but you can lawfully allow your insurance to lapse in Connecticut. You just can't drive the car.
