Legal Question in Intellectual Property in Connecticut

federal record keeping

I am an artist and interested in submitting my work to various publications. The written requirements of one publisher asked that,''besides dated releases, all photos taken after July 5, 1995 must comply with federal record keeping requirements.'' What are those requirements?

That is BS. I have been practicing 30 years in copyrights and have never heard of any applicability of a Federal recordkeeping requirement unless you are or would be working under a Government Contract. Are you or would you?
