If I cannot pay may credit card back in Philippines, is the bank entitle to sue me and have me deported from United State?

Your question has two parts that should be examined separately. Yes, the issuer bank can attempt to collect the debt anywhere you are found. A civil action to collect, however, has nothing to do with your immigration status; if you are otherwise legally present in the US, then defending (or losing) a civil case will not change your status.
