Recall rights and layoffs

I am looking for a definition of recall rights when none exists in a union contract. I was not hired for a position in favor of a person had been laid off, even though there were positions available at the time of the layoff, and other positions had come available in the intervening time. The contract specifies rights to recall for one year, but I do not believe that this gives this person the right to pick and choose, but be offered the first available position. Am I right?
