Legal Question in Landlord & Tenant Law in Connecticut
Circuit Breaker Access- I live in a 3 apt building where the circuit breaker is locked in the basement. Only one tenant, who is rarely home and does not like to be bothered, and the landlord, who lives half hour away and is not always reachable, have access to the basement. Is this legal?

I think you should call the local health department and speak with an inspector. He/she can tell you if this is not up to code and he/she has the authority to do an inspection or take appropriate measures.
