Can I be counter sued?
I live in a condo and am having problems with the management and board repairing and reimbursing for flood damages due to a burst pipe in the unit next to me.
My question is...
If I take them to small claims court only to have them make the repairs and reimburse for actual money I paid out, can they counter sue me for anything (including their attorney fees) if the decision goes against me?

It will depend on the language in the lease. Some leases have provisions regaring the payment of attorneys fees.
