landlord advise on a Tenant
Please advise how should handle a tenants belongings that has been on my property for over one month and a half, and after calling multiples times he has not responded to my calls, but comes and get what he needs little by little, what rights do I have to get rid of his belongings or changing the locks?

You would have to file a motice to quit and have it served. This will begin the eviction process.
