I've been renting a condo for the past 6 months, and just resigned my lease for another year. I want to break my lease because of the continueous flooding and bug problem. Can i break my lease legally and still recieve my security deposit?

Unfortunately, it's not that easy. You should talk to a lawyer. There is a process you must go through and it may include the housing court.
