Under Connecticut law, a landlord has a time frame by which to return a tenant's security deposit, or send a letter stating why that security deposit is being withheld along with a breakdown of itemized charges. If the landlord does not return the security deposit or send the tenant a retention letter within the alotted time frame, the tenant can sue for recovery of their security deposit + interest.
