Legal Question in Personal Injury in Connecticut

Injury from an accident while vacationing out of state

Conn. Woman was injured while vacationing in Michigan. She fell when a bench located at a Fish hatchery broke and threw her and her infant into the water. Her damages claim is app. $15,000. Short of litigating in Michigan, is there any chance for suit in Federal Court? She does not meet the diversity minimum amount of $75,000 and there does not appear to be any Federal Issue. The Hatchery is run by a local government. Can there be a Federal tie in there?
