Legal Question in Real Estate Law in Connecticut

My 82 year old father paid a $175.00 bill from the condo association. They said it was from a toilet leak from 8 years ago. They said his son David gave the OK for the work, which is a lie. My father owns the condo so they need the owner�s permission to do any work in the condo. I lived in the condo with my brother at the time and there was no leak and if there was he could have just shut off the valve. They have pulled this type of fraud before.
