Legal Question in Real Estate Law in Connecticut

My brother and his ex-girlfriend purchased a car together. They bought it from the ex-girlfriend's uncle. The title is in my brother's name. He had paid insurance on the car until they broke up nearly one year ago due to a DUI issue on her end. She nows pays the insurance on the car. She is requesting the title from my brother, however he is hesitant to sign it over to her without making a return on his investment. What can my brother do legally to get his money back that he invested in the car? Is the car legally my brother's since the title is in his name? Please help.

It will probably depend on what their agreement was. Did they agree that it was his car? Did they agree she could keep it when they broke up?

He can file suit in small claims court and make claim to the car back or the value of the car.
